As a member of the Senior Executive Service (SES) who possesses 32 years of experience as a Federal Agent, he participated and engaged in all aspects of Law Enforcement and Counterintelligence efforts worldwide for the NCIS. In 2000 Mr. Scovel attended the National Security Management Course at Syracuse University and was subsequently detailed to the USS Cole Commission tasked with drafting the counterintelligence force protection recommendations. As a result of his contributions on the Cole Commission, Mr. Scovel was awarded the Navy Meritorious Civilian Service and Defense Exceptional Civilian Service Awards.
