Mr. Bush recently retired as the Executive Assistant Director for Global Operations at the Naval Criminal Investigative Service. As a member of the Senior Executive Service (SES) Mr. Bush possesses three decades of security, law enforcement, and intelligence experience uniquely formulated by operational, managerial, and executive responsibilities with the Naval Criminal Investigative Service (NCIS) and as a member of the Cisco Systems Information Security team. Mr. Bush's specialized application of investigative and operational Cyber capabilities resulted in him being selected as NCIS Counterintelligence Agent of the Year and personal recognition from FBI Directors Louis Freeh and Robert Mueller.
As a member of Cisco's Corporate Information Security Department Risk Assessment Team, Mr. Bush was responsible for conducting personnel, facility, network, and application level risk assessments designed to identify and remediate vulnerabilities placing the availability, confidentiality, and integrity of corporate assets at risk. He co-authored Cisco’s risk assessment policies and processes and his digital forensics expertise proved instrumental during significant corporate level investigations. The forensic processes he defined for the Information Security Department served as precursor for the development of Cisco’s Computer Incident Response Group.
Mr. Bush served in numerous senior management positions for NCIS delivering high quality operational efforts worldwide and efficiently managing multi-million dollar resource portfolios.
His senior management assignments include, Deputy Assistant Director of the Computer Investigations and Operations Department (2008-2010), Special Agent in Charge of the Cyber Operations Field Office (2010-2012), J2X Chief, J2 Chief of Staff, and Acting J2 for United States Southern Command (2012-2013), Special Agent in Charge of the Far East Field Office (2013), Special Agent in Charge of the Office of Special Projects (2013-2015), and Deputy Director of the Defense Cyber Crime Center (2015-2016).
As a member of the Defense Intelligence Senior Level, Mr. Bush served as the first Executive Assistant Director for the NCIS Cyber Directorate. In this position, he was the principal architect for identifying and leading the development of NCIS law enforcement and counterintelligence cyber capabilities and published the 2017-2025 NCIS Cyber Strategic Plan. As a member of the Senior Executive Service, Mr. Bush served as the Executive Assistant Director for NCIS Global Operations. In this role he was responsible for a $300M portfolio consisting of nine field offices possessing specialized law enforcement and counterintelligence professionals engaged in delivering executive protection, polygraph, forensics, technical services and counter measures, contingency response capabilities, and full spectrum counterintelligence services worldwide in support of Department of Defense, Department of the Navy, and NCIS requirements.
