Gregory A. Scovel was born in Kodiak, Alaska. In 1976, he graduated from the
University of San Diego with a baccalaureate degree in Political Science and subsequently
completed graduate work in International Studies at Old Dominion University.
In 1978, Mr Scovel graduated as a Special Agent from the Naval Investigative
Service Academy and took his first assignment with NIS in Newport, Rhode Island. In August of
1981 he was one of two agents assigned to NCIS Resident Unit Gaeta, Italy providing support to
Commander, Sixth Fleet (COMSIXTHFLT). While deployed with COMSIXTHFLT, he
deployed multiple times to Beirut during the Lebanese crisis. In August of 1985, he became the
Special Assistant to the Regional Director of Operations, NIS Regional Office London, providing
direct support to the Commander in Chief, U.S. Naval Forces Europe (CINCUSNAVEUR).
In the summer of 1985, he received a commission in the United States Naval Reserve as
an Intelligence Officer and graduated from the Navy and Marine Corps Intelligence Training
Center Basic Intelligence School in the summer of 1986.
From December of 1986 until the summer of 1992, Mr. Scovel held NCIS field management
jobs in Norfolk, Virginia, including Assistant Special Agent in Charge for Foreign
Counterintelligence, Special Agent in Charge NIS Little Creek, and Operations Officer for the
NCIS Atlantic Command. In 1992, Mr. Scovel returned to Europe as the Special Agent in
Charge, NCISRA Naples, followed by assignment as theAssistant Agent in Charge of the NCIS
European Field Office, where he ran the counterintelligence program for Europe and the Middle
East.
Mr Scovel transferred to Washington D.C. in 1996 as the DeputyAssistant Director for
Technical Services, with a follow on tour as the SpecialAgent in Charge of the NCIS
Washington Field Office.In the fall of 2000 he attended the National Security Management
Course at Syracuse University and was subsequently detailed to the USS Cole Commission
tasked with drafting the counterintelligence force protection recommendations.
In May of 2001 he was appointed as the first Executive Assistant Director forCriminal
Investigations, and selected as a member ofthe Senior Executive Service (SES); Follow on
assignments at NCISHQ included the Executive Assistant Director for Counterintelligence
in 2005, and Deputy Director in 2007, until he retired as the Acting Director in 2010.
During his career Mr Scovel was awarded the Navy Meritorious Civilian
Award, Defense Exceptional Civilian Service Award for his work on Cole Commission, and the
career Navy Distinguished Civilian Service Award.
Upon retirement Mr Scovel accepted a position with CACI as the Vice President for
cyber security, leading the nascent Federal DoD CI and Law Enforcement business practice,
successfully expanding it from less than $2 million annual revenue to over $33 million annually.
