Mr. Baldwin recently retired as the Deputy Director of the Naval Criminal Investigative Service (NCIS). As a member of the Senior Executive Service (SES) who possesses 33 years of experience as a Federal Agent, he participated and engaged in all aspects of Law Enforcement and Counterintelligence efforts worldwide for the NCIS. Trained in conducting procurement fraud investigations, Mr. Baldwin was the first Federal Agent to use Ex-Parte Court Orders with Inspector General subpoenas to ensure operational security of a criminal investigation by delaying customer notice for access to financial records. Mr. Baldwin’s sustained fraud expertise and expert control of a first of its kind undercover procurement fraud operation which identified safety concerns with installed components on Navy aircraft and earned him the 1995 NCIS Special Agent of the Year Award for Economic Crimes Investigations.
Mr. Baldwin served in a number of senior leadership positions for NCIS delivering high quality investigative, operational, and human resources results. Mr. Baldwin’s senior leadership roles include, Deputy Assistant Director of the Computer Investigations and Operations Department (2002-2004), Special Agent in Charge of the Washington, D.C. Field Office (2004-2007), and Assistant Director for Human Resources (2007-2010).
Mr. Baldwin was selected as a member of the SES in 2011 and served in three consecutive NCIS Executive positions with increasing operational and business operations responsibilities. As the Executive Assistant Director for Global Operations, Mr. Baldwin was responsible for nine field offices which executed worldwide investigations and operations associated with espionage, counterintelligence, cyber, protective service operations, contingency response and high risk deployments, technical surveillance countermeasures, polygraph services, technical services, and forensic services.
Upon being promoted to the Principal Executive Assistant Director for Management and Administration Mr. Baldwin exercised daily oversight and management of all NCIS business operations, including yearly budget planning and execution of almost $600M a year, human capital, logistical, acquisition, administrative, planning and evaluation, and information technology functions. In 2019, Mr. Baldwin was promoted to Deputy Director, NCIS. In this role Mr. Baldwin was the agency's Chief Operations Officer with executive oversight for all NCIS investigative, operational, and business operations worldwide.
